The review does give a nod to that. Not a "moan" as such but it is called out in the reviewkenl wrote:Great review.

The moment the writer said that Baz's vocals bore a resemblance to Hugh's, I immediately felt like every word in the piece was suspect after that.

Has the writer seen Hugh in the Stranglers? In fact, the way Hugh sounds now is very different to how he did in the 70s

No, definitely not a moan, just a statement of fact. Of course the review is positive but again not without the pause for thought as to what is "the stranglers".

THE Stranglers last performed 32 years ago.
They were rubbish then and are much better now.

I would agree the Stranglers live now are better than the Stranglers at the very end of the 80s (particularly at Ally Pally), but they’re still not as good as their earlier heyday (but who is).
I’d take their current set-list over the end of 80’s too.
Then I got tired of counting all of these blessings, and then I just got tired.
