No of course not, a reviewer may be a fan? It's very hard to be impartial if a fan reviews an album as the band mean alot to fans, I did a review of a Stranglers gig for our local paper on the black and white tour 2016,and so I had to adapt my style to make it relevant for the general public, so I think a review from a non hardcore fan can give a different perspective. I would rather not read a review from a fans perspective, even if they tried their absolute best to be impartial. As for this review - it's certainly positive, but the problem is that it's so badly written that I don't believe a word of it, and anyone judging the general current quality of music journalism based off this poor excuse for a piece clearly doesn't read enough current music journalism.
(As for the relevance of music journalism in 2021, that's a whole 'nother conversation)

The most striking part of this review, which with Dave’s passing has probably been largely overlooked, is that it is the first album on which Jet has not played.

Formed 47 years. The latest album of Legend-Stranglers, the best masterpiece, is here! This is the 18th studio album and the first new album in 9 years since it was released in 2012. In November 2019, the Stranglers performed as a solo performance in Japan for the first time in 27 years * (Note: Summer Sonic in 2007 and Punk Spring in 2010), and the Stranglers attracted a crowded audience with their overwhelming performance. On May 3, 2020, when the whole world was covered in the darkness of the spread of corona infection, keyboard player Dave Greenfield, who had been undergoing medical treatment for some time, died. On May 4th, the first year since then, the band announced the release of their last album, "Dark Matters," in which Dave participated. At the same time, he released a new song "If You Should See Dave" dedicated to the late Dave. The first single from this new album reminded people of the Stranglers' presence with lyrics that struck a chord with Dave's heart, and reached number one on his iTunes rock charts in the UK (5/14). Hugh Cornwell's withdrawal, Jet Black's departure, and Dave's sudden death ... The original member, JJ, will continue to move forward with The Stranglers!

Regarding charts ... Amazon Best Sellers in New Wave & Post-Punk has it currently at No. 21 for the CD, No. 25 for the Vinyl, this fluctuates but is based on presales for this album, not sure it amounts to much in sales considering some of the entries above it. Also Peaches best of (No. 12 CD, No. 29 Vinyl) and AS (No. 45 CD) in this chart - it's the back catalogue sales that'll a get a boost.
