I'd like to add
Hong Kong Phooey
and the theme from the original animated Spiderman!

Not really theme tunes but the king of cartoon music for me has to be Raymond Scott - Genius!
(and surely must have some appeal for those who appreciate quirkiness, fansinblack for example).
Although he never wrote any music specifically for cartoons,
Warner Bros used his music for Looney Tunes and you still hear nods to his work in modern animation (e.g. Ren and Stimpy) and other films.

Favourite cartoon character of mine is Daffy Duck , but music wise GOT to be Pink Panther .
Never watched the Steve Martin version of Clouseau , just can't see any one else other than Sellers in that role , anything else a cheap imitation IMO.
