I have registered all my numbers with the TPS and never get an nusiance sales calls, this also stops your number being circulated by legit business's buy into this. Have a look here http://www.tpsonline.org.uk/tps/ Its not the total answer but it may help a bit.

The service is currently "suspended while they make improvements" .

I suspect it has crashed due to the large number of people wanting their numbers to be removed from their database

I applied to get my moby no. deleted from their database thanks to an email that is circling the globe as we speak, passed on by countless peeps. I never answer "witheld" calls on my mobile and must be in a very good mood to accept numbers I don't recognise to be honest. It's an invasion of privacy - Facebook/Myspace/Bebo etc - fine - we choose to use those services - but to have some arsewipe company I have no business with giving away the means of contacting me as I sleep in my own bed late at night, without my permission, is a fucking liberty in my book.

They can FUCK OFF. my mobile number is for friends and family only. Ok the odd hooker.. but no way do i agree to some twat phoning me asking about double glazing or sky tv etc. its big brother strikes again. I totaly refuse to answer my phone to numbers unknown. BOLLOCKS.
