I read somewhere during the Indy debate that in order to refurbish/modify London by 2050, they'd need to spend the equivalent of what the London Olympics cost, every 3 months for 35 years.

As a reposte to the Scotland, anyone care? thread, can you see Westminster letting power out to the provinces? I know Boris is looking for London to be an autonomous fiscal zone(takes in all the UK money and keeps it), but is the latest idea just that dressed up as giving the rest 'something' instead?
