You did the right thing. If you did do the dirty deed and it all went badly then she could keep appearing in the pub and it could affect your job. Also if she was more into it than you her hanging around could get stale quickly.

the lady concerned has come into pub since stared at me at length and then departed did not seem hostile but as I was in discussion with manager I could not approach her to see if she was ok although I gather from those who served her that she was sober

I'm relieved she bought a drink, for a moment I thought you meant she had walked in, stood still and just stared at you, a bit like Invasion of a Bodysnatcher :P if I were you I would take the plunge next time if you have the chance
